The Challenge
The growing complexity of climate and energy policy challenges in Saudi Arabia highlights the necessity for proficient policy-making skills. Many professionals and research experts, though highly skilled in their fields, lack the specific capabilities to effectively address these challenges through data-driven and evidence-based approaches;
the success of Saudi Arabia’s Vision 2030 and economic diversification plans heavily relies on the ability of both policy makers and professionals to understand and implement data-driven decisions. King Abdullah Petroleum Studies and Research Center (KAPSARC), the country’s leading advisory organization specializing in energy, climate, and sustainability, identified a critical need for its officials to enhance their expertise in evidence-based policy methods by learning how to use real-world data and economic theory.
Our Approach
- Designed a comprehensive three-day workshop structured around an evidence-based policy framework, with each day dedicated to a specific stage of the policy-making process.
- Tailored the training based on participants’ profiles to ensure relevance and effectiveness. The participants were also divided into groups according to their expertise and roles to facilitate targeted discussions and collaborative learning.
- Integrated real-world case studies and practical exercises to provide hands-on experience and contextual understanding.
What We Delivered
The training, designed and delivered using the Participatory Learning Approach, equipped participants with essential skills for evidence-based policymaking. Over three days, they engaged in a structured learning process that focused on core components of policy development. By the end of the program, participants had gained the ability to effectively identify, analyze, and address policy challenges using data-driven approaches. Key activities included:
- Engaging participants in problem definition on Day 1, ensuring a solid foundation for policy analysis.
- Conducting a root cause analysis on Day 2, allowing participants to explore underlying issues and challenges.
- Guiding participants through policy design on Day 3, focusing on evidence-based solutions and implementation strategies.
- Facilitating cross-functional collaboration among decision-makers from high-impact organizations, including various government ministries.
- Enhancing participants' understanding of the policymaking process and its practical application to climate and energy challenges.
